Yes, I do know exactly what's wrong.
Each character must earn their own life at BadLands RPG. That means that before you can use a "boss item", you must first kill that boss. The "gifted" character must kill this boss before he can use the item.
When you kill a boss, you will see a message in your combat log window telling you that you have received some special power.
I had thought that I had documented this in-game, but I can't find it now. So I will explain in full detail.
Normal hunting has a 10 level limit. This is based on the highest member of the party. Anybody in the party that more than 10 levels below will not receive XP.
Boss Hunting. There is a 5 level window. The player that makes the killing blow sets the standard. Any player more than, or less than, 5 levels away will not receive XP or Boss Kill Credit. Until you receive Boss Kill Credit, you can not use any boss drop item.
All bosses will pay XP twice. The maximum XP is 800 xp. A boss kill will pay 800 twice. Any XP penalties will be subtracted from the 800.
XP penalties will include, ECL and Multi-class. ECL is 10% per value. ECL 2 is 20% penalty. ECL penalty also limits the maximum level a character can achieve. ECL 2 is capped at level 58.
Multi-class penalty can be 10 or 20% depending on the class levels and spread. BadLands uses a custom Favored Class System and will adjust your XP accordingly. If your new subrace has a favored class of Cleric instead of the normal fighter (Dwarven Cleric) you won't be penalized for taking cleric levels, but you might be penalized for taking fighter levels.
Pets will steal your XP. There are five or six types of pets and each type has a different value. Mage Familiars have the least penalty while henchmen have the greatest penalty. BadLands does not offer Henchmen, but an unmounted horse signs on as a henchmen. If your pet makes the kill, you will not receive any XP for that kill.
Death: Death in itself is not an issue. A player can raise you without penalty. If you press the "respawn" button, you will loose 100 XP per level. A level 40 will loose 4000 XP.
You can-not lose a level. EVER!
You will never lose any level completely taken. If you are over level 40, you can loose XP all the way back to level 40, but you will still be the best level earned (taken).
You can not be re-leveled. If you make a mistake, fix it immediately. Port to Dozo and talk to Shorty. If he can't help you, you're probably screwed. If you want to get help from a DM, but no DM is on, stop playing that toon until a DM can help you.
There are a multitude of reasons as to why we won't re-level you. The two biggest are:
1) It is a form of cheating.
2) Certain build types will become damaged on re-level.
